- 4 medium potatoes, cut into 1-inch pieces

- Heat 2 tablespoons of olive oil in a large Dutch oven over medium heat.
- Season the beef with salt and pepper.
- Working in batches, brown the beef on all sides, about 8 minutes per batch. Transfer the beef to a plate.
- Add the remaining tablespoon of olive oil to the Dutch oven.
- Add the onions and cook for 5 minutes, until softened.
- Add the garlic and tomato paste and cook for 1 minute.
- Add the beef broth, water, thyme, bay leaves, salt, and pepper.
- Return the beef to the Dutch oven and bring to a simmer.
- Cover and simmer for 1 hour.
- Add the carrots, celery, and potatoes.

- Remove the bay leaves before serving.
